You will need to click on the tavern district before these will be replaced by NPCs located specifically within the tavern. The initial set of NPCs that you see will be merchants, gang leaders, and other powerful individuals who reside in the main area of the settlement. To find them, all you have to do is visit a large settlement and check the list of NPCs associated with the tavern at the top right of your screen.
